Session Description: As right-to-repair laws move from proposal to implementation in the U.S. and EU, manufacturers and the broader recovery ecosystem are adapting quickly. From the EU Battery Regulation to state-level bans on part pairing, new policies are directly reshaping how products are designed, serviced, and recovered.

This session will dig into the issues facing OEMs, service providers, independents, recyclers, and policy advocates to explore the practical realities of repairability. Panelists will discuss:

  • The design changes required to comply with emerging laws.
  • How service part supply chains are evolving to support ASPs, ISPs and DIY fixers, including pricing, availability and restrictions.
  • The impacts of part pairing practices on compliance and repair access.
  • What recyclers are seeing as designs shift, from easier harvesting of components to challenges in disassembly.
  • How advocacy and legislation are shaping the next generation of circular electronics policy.

By bridging perspectives across the value chain, this session will unpack the tensions, opportunities, and collaborations needed to align product design with long-term reuse, refurbishment, and recycling goals.

About this Session’s Speakers:

  • Chris Bross, Vice President of Business Development, Other World Computing (OWC); Founder and President, Tierrabyte LLC

An industry veteran with more than 30 years in consumer electronics, Chris Bross builds sustainable and circular electronics ecosystems, focusing on repair, reuse and e-waste reduction. In 2024, Chris launched Tierrabyte LLC, guiding clients like Sell Your Mac/OWC on ITAD refurbishment, reuse and recommerce, and guiding Closing the Loop on e-waste recovery and recycling in the Americas. His background includes serving as vice president of business development at iFixit.com, establishing global partnerships and repair ecosystems to extend product lifespans. Previously, as CTO at DriveSavers Data Recovery for 23 years, Chris specialized in data storage, data recovery and cybersecurity, and developing critical technical alliances. He is a passionate advocate for international consumer electronics rights, championing Right to Repair and robust recycling standards. Chris has actively contributed to trade associations, including co-chairing the RLA's Service Parts and Warranty Committee. He holds a BA from the University of Wisconsin and a data communications certificate from UC Berkeley Extension.

  • Matt Zieminski, Vice President of Partnerships, iFixit

Matt Zieminski is a leading figure in the repair industry, currently serving as the vice president of partnerships and manufacturer solutions at iFixit. Renowned for its open-source repair manuals and product teardowns, iFixit has become a global force in empowering people to fix their own devices. His work at iFixit has helped to develop innovative repair solutions that cater to repair businesses, manufacturers and consumers worldwide. Matt has testified before the U.S. Copyright Office and in various state legislatures regarding the Right to Repair. He is a respected voice on topics such as design for repair and service documentation, emphasizing the economic opportunities inherent in the repair and reuse industry. His writing has been featured in Vice, The Washington Post, Business Insider, and CNBC.
